Freedom of Information (FOI) Knowledge Management
The Philippine Constitution of 1987 provides with the right to access information on public concerns, including official records and documents, papers on official acts, records of transaction or management decisions, and government research data that serves as a basis for policy development, but with limitations as provided by law.
Additionally, Article II of Section 28 - Declaration of Principles and State Policies mandates the government to implement a policy of full public disclosure subject to reasonable conditions.
On July 23, 2021, Executive Order No. 2 was released to operationalize the People's Constitutional Right to Information and promote transparency in the public service. This order aims to provide a clear, uniform, and efficient procedure for accessing information in the government.
The NHA Memorandum Circular No. 2017-2018 - Defining Roles and Responsibilities of Concerned Officials and Employees in the Operationalization of the NHA FOI Program, Creation of an FOI Compliance and Monitoring Unit (FOI CMU) and providing sanctions for violation in its implementation, was issued on August 11, 2017.
